Washington Avenue Project

About the Project:

  • The Washington Avenue infrastructure and streetscape project includes sanitary sewer, water mains, updated streetscape elements and a snow melt system for three blocks of Washington Avenue. The project's estimated cost is $6.5 million dollars. Work on this project began in September 2009.
  • The Washington Avenue project is one of several on-going efforts designed to spark private investment in Grand Haven's downtown.
  • The project is setting the stage for: enhancing the visual character of downtown; strengthening the community's sense of place and serving as a catalyst for economic development.
  • The redevelopment project is part of the City's and MSDDA's implementation of the downtown tax increment financing and development plan.
  • The City of Grand Haven, MSDDA, engineers and consultants are committed to minimizing impacts from the work to be performed. This includes working according to reliable, updated schedules and ensuring access to those who live, work, travel and conduct business in the area.
  • The business' in downtown Grand Haven will remain open throughout the project and are happy to continue to serve their customers.
  • The snow melt system consists of tubing that is laid within the surface of the sidewalk and underneath the roadway. The tubes are heated through water that is continuously pumped through the tubes that will then melt the snow and ice on the surfaces. Snow melt systems can be heated through a few different means but Grand Haven's system will be heated through diversion of water that is generated by Grand Haven's Board of Light and Power. At idle the temperature of the water is warm enough to keep the tubing from freezing but when needed can be heated to increase the temperature of the water running through the tubes. Because the water is being diverted from the power plant a main will be installed underneath the Grand River to reach Washington Avenue and will connect into the series of tubes previously mentioned.

 

Project Area:

First three blocks of Washington Ave. from storefront to storefront
Including intersections at Harbor Dr., 1st Street, 2nd Street, and 3rd Street

 

Work to be Performed:

  • Replacement of sanitary sewer mains
  • Replacement of water mains
  • Replacement of storm water pipes
  • New water and sewer service lines connected to all buildings
  • New fire suppression lines (6”) connected to all buildings
  • New curbs with bumpouts at intersections and mid-block crossings
  • Two-way traffic and parking to remain as it is now
  • New bituminous pavement on street
  • New sidewalks with exposed aggregate surface and decorative brick pavers
  • Snow melt system under street, curb and sidewalk surfaces
  • New trees and stone planters
  • New streetlights to match those in the new parking lots off Franklin
  • New traffic signals at Harbor Dr. and 3rd Street intersections
  • Four way stops signs at 1st and 2nd Street intersections

 

Schedule of Work, Target Completion Dates:

Block 1 (Harbor to 1st Street)
Utility replacement, street snowmelt, curbs, street surface: September 7, 2009 – May 15, 2010

First Street Intersection: closed March 1, 2010-June 12, 2010

Sidewalk replacement, planters, streetlights, trees: August 23, 2010-December 3, 2010 (sidewalk work to begin after Labor Day)

Block 2 (1st Street to 2nd Street)
Utility replacement, street snowmelt, curbs, street surface: March 1, 2010 – June 18, 2010                        

Second Street Intersection: closed for utilities March 1, 2010-June 18, 2010                                              

Streets and sidewalks open for the summer June 18, 2010-September 6, 2010

Sidewalk replacement, planters, streetlights, trees: August 23, 2010 – December 3, 2010 (sidewalk work to begin after Labor Day)
